If the modem is not connecting to the phone system, try the tips listed below.
Make sure the modem is properly connected to the PC and to the phone line.
Check that the correct number to dial is entered on the Edit System Connection window for the connection.
Try running the Windows Hyperterminal program under the Accessories menu. The modem may not be configured properly if Hyperterminal is unable to dial out through it.
Lower the Maximum speed to 9600 in the Modem Configuration dialog box in the Properties\General\Configure button.
Check to be sure that database programming modem is enabled (System\Devices and Feature Codes\Modem).
Use the Device Manager (accessed using Control Panel) to disable and re-enable the modem.
